What it measures
Concentration of cleared-defense primes and subs — establishment counts in defense-relevant NAICS, CAGE-code density, and the tail share of DoD obligations flowing below the top-10 primes.

Why it is shaped this way
One flag office does not make an industrial base. DDI separates states with a real depth of primes-plus-subs from states that look defense-heavy on one line item but thin out fast at the sub level.

The weights, coefficient tables, normalization cutoffs, and the specific transformation logic that turns the inputs above into a 0–100 score are proprietary to ENKARI LLC. The authenticated product exposes per-state component breakdowns, the source rows backing each component, and the full backtested trend series.
