What it measures

Concentration of cleared-defense primes and subs — establishment counts in defense-relevant NAICS, CAGE-code density, and the tail share of DoD obligations flowing below the top-10 primes.

Inputs

Federal entity registry: Active registrations, CAGE codes, business-type declarations.
Federal contract awards feed: Prime and sub-tier obligation flow.
BLS QCEW (NAICS 3364/5415 cluster): Establishment counts for defense-relevant industries.

Output shape

0–100 score per jurisdiction. Used by primes sizing a supplier base and by investors evaluating a portfolio company's home market.

Why it is shaped this way

One flag office does not make an industrial base. DDI separates states with a real depth of primes-plus-subs from states that look defense-heavy on one line item but thin out fast at the sub level.
