What it measures
Cross-signal velocity — a composite of six weekly feeds (contract deltas, SBIR awards, bill filings, orbital launches, news density, and entity-state changes) that points at direction of change, not level.

Output shape
A weekly arrow per jurisdiction — up / flat / down — plus the three loudest contributing signals. Feeds directly into the AI Executive Briefing.
Why it is shaped this way
The state composite tells you where the jurisdictions stand. AEVI tells you which ones are moving this week. The briefing pipeline uses AEVI to pick which states to write up — that is why it shows up as the source on nearly every "why this week?" line.

The weights, coefficient tables, normalization cutoffs, and the specific transformation logic that turns the inputs above into a 0–100 score are proprietary to ENKARI LLC. The authenticated product exposes per-state component breakdowns, the source rows backing each component, and the full backtested trend series.
