What it measures
Short-horizon momentum — three-, six-, and twelve-month deltas in contract obligations, establishment counts, and employment flows — stitched into a single acceleration reading.

Output shape
0–100 score per jurisdiction. States with flat long-run AEPI can still score high on AGMI when recent quarters outpace the trailing twelve.
Why it is shaped this way
A state can look strong on average and still be fading. AGMI separates the incumbents that are coasting from the challengers that are accelerating — a useful dimension when choosing where to open a field office or place a bet.
