What it measures
How fast aerospace-adjacent R&D and IP creation are moving through a state — patent grants in aerospace classes, SBIR/STTR Phase-I and Phase-II wins, and federal R&D obligations per capita.

- Assignee state, grant date, class ≈ aerospace / space / defense.

- Agency, topic, Phase-I vs Phase-II, state of the awardee.
- Federal R&D obligations
- NSF, NASA, DOE-ARPA-E, DoD R&D totals by performer state.
Output shape
0–100 score per jurisdiction, refreshed weekly. Trend arrow tracks the rolling 12-month slope against the prior 12.
Why it is shaped this way
Patents alone flatter old IP; SBIR alone skews to specific agency priorities; R&D spend alone conflates scale. Together they triangulate where new aerospace work is actually being started, by whom, and at what stage.

The weights, coefficient tables, normalization cutoffs, and the specific transformation logic that turns the inputs above into a 0–100 score are proprietary to ENKARI LLC. The authenticated product exposes per-state component breakdowns, the source rows backing each component, and the full backtested trend series.
