What it measures
Private capital activity targeted at aerospace and defense within a jurisdiction — venture rounds, PE rollups, state R&D credits, and loan-guarantee footprints — relative to baseline state-level investment climate.

0–100 score per jurisdiction. A practical companion to AIAI — innovation activity is one thing, capital following it is another.
Why it is shaped this way
Investors and policy staff often want to know where capital has already flowed. IRI compiles that into a single dimension so a state with real capital momentum separates from one whose incentive stack is glossy but unused.

The weights, coefficient tables, normalization cutoffs, and the specific transformation logic that turns the inputs above into a 0–100 score are proprietary to ENKARI LLC. The authenticated product exposes per-state component breakdowns, the source rows backing each component, and the full backtested trend series.
